Officer's comments from citation: "While sitting behind a deputy on another traffic stop in the left lane at the LOI, the suspect vehicle came up from behind us and passed at what looked to be highway speeds. I cleared that traffic stop and got behind the suspect vehicle. I conducted a traffic stop on the suspect vehicle. The driver stated he knew why I was stopping him and said he couldn't get over. I instructed him that if he couldn't move over, he needed to significantly slow down. The driver understood. Squad 404 and BWC footage available."
