It was going 51 MPH in a zone where the limit was just 30 MPH, near the 1000 block of E Main Street. He followed the car as it headed west. The driver turned left onto S 5th Avenue, then right onto Illinois Avenue. The officer turned on his lights to stop the vehicle. The driver then turned onto S 3rd Avenue and pulled over. Sergeant Schumacher approached and met the driver, a 24-year-old woman named Julianna Sakar. She said she thought the speed limit was 45 MPH, but the officer explained it was actually 30 MPH. While talking, the smell of alcohol came from her, raising suspicion she was impaired. Julianna only showed her Illinois ID and a temporary driver’s license. She told the officer she had a previous DUI and had been drinking a tall Miller Lite earlier that evening. A database check revealed her license was suspended due to a DUI arrest in Geneva, Illinois, on September 13, 2024. With help from Officers Wessendorf and Patel, Sergeant Schumacher took her to a parking deck at 200 Walnut Avenue. There, they performed sobriety tests. The first was the Horizontal Gaze Nystagmus test. Next was the Walk and Turn test. The last was the One Leg Stand. After these tests, the officer decided she was not drunk enough for a DUI arrest. Even though she wouldn't be arrested for DUI, Julianna was still not allowed to drive. Her license was suspended, so she was handcuffed and put in a patrol car. Officer Wessendorf took her to the police station for more processing. Sergeant Schumacher brought her dog to the station so it could be cared for. Once processed, Julianna was released on supervision, pending her court date. Officer Wessendorf then drove her home. She faced two charges: driving with a suspended license and speeding.
