On July 12, 2024. The St. Croix Sheriff’s received a call from a manager who works at the Milwaukee Burger Company. The manager stated that there was an older male customer in a blue flannel shirt and jeans who was driving away, possibly intoxicated in a white Mitsubishi SUV. The caller was also able to provide a license plate number. A deputy who was out with a disabled vehicle saw what appeared to be the suspect vehicle pass and got behind the car, confirming that the plate matched. The deputy observed the vehicle cross the fog line to the point it was almost all the way onto the shoulder and initiated a traffic stop. The deputy made contact with the operator, later identified as Arthur. Arthur was advised that someone had called in concerned about his ability to drive. Arthur was slurring his speech and had bloodshot glassy eyes. The deputy asked Arthur to exit the vehicle and come to the rear of his car. When questioned, Arthur stated that he had four drinks. He was asked several times to submit to field sobriety tests but said he wanted to see the video and asked if a deputy could follow him home. Arthur was then informed that he was under arrest for OWI. He became resistive while being placed in handcuffs and sharted himself while being searched. EMS was called to clean up Arthur and transport him to the hospital for a blood draw. After the blood draw, Arthur was escorted outside to a squad car in a wheelchair. When placing Arthur into the squad, he wound his leg back and forcefully kicked towards a deputy, striking him in the groin area. He was then forcefully placed into the squad and transported to the St. Croix County Jail. Arthur was found guilty for OWI (4th), and Resisting or Obstructing an Officer. He was sentenced to 120 days in jail, 4 months of probation and ordered to pay over $4800 in fines. This video is for educational purposes only.
