Official report summary below: On 11/24/23 at approximately 1100 hours AST received a report from Sirius XM that they were tracking the location of a stolen vehicle. They informed us that a purple 2021 Dodge Charger bearing AK plate (redacted) stolen out of Anchorage was located in Nikiski. Trooper Couturier and myself arrived on scene at approximately 1129 hours and I observed the stolen vehicle in the driveway of the residence running. There was a Chrysler minivan beginning to pull out of the residence as we were arriving. We made the decision to initiate a traffic stop immediately as to preserve the scene and witnesses. The minivan was occupied by the driver, (redacted) and his two passengers, (redacted) and (redacted). After determining that occupants of the minivan weren't a threat, we decided to switch our focus to the stolen vehicle that we could now see that someone was occupying. I could see an individual’s hands moving in the vehicle. Trooper Couturier moved his patrol car behind the stolen vehicle, and we began giving commands over the loudspeaker. The driver did not comply with the commands being given by myself and began to drive the vehicle in reverse, and then proceed to attempt to escape by driving through the lawn of the property. We got in our patrol cars and attempted to pin the stolen vehicle while it was stuck in the ditch attempting to make it onto the roadway. While attempting to get my vehicle in position behind the suspect vehicle, I observed they had got unstuck and were backing up toward me. I stopped my vehicle and before I could get out of the way the driver backed into my patrol vehicle. Upon impact I struck my head on the visor. This caused me pain that I would rate as a “4” on scale of 1-10, “1” being no pain and “10” being to most pain I have ever felt. A headache persisted throughout the day from this event. After backing into me, the driver was able to gain enough speed to get out of the ditch and he proceeded to flee from the residence. AST pursued the vehicle for approximately 2 miles until the driver came to a stop just after the 90 degree turn on south Miller loop. Command was notified of the pursuit and the reason for stopping the vehicle was the stolen status of the vehicle. During the pursuit my emergency lights and sirens were activated. There were no pedestrians on the roadway, and we passed approximately 4 oncoming vehicles during the duration of the pursuit. The pavement of Miller Loop was slightly wet but there was no precipitation at the time, only cloudy. Once the vehicle came to a stop shortly after the 90-degree turn, a felony stop was conducted with the assistance of KPD Ofc. Miller who came south on Miller Loop. Ofc Miller used his patrol vehicle to pin the vehicle from the front while Trp. Couturier pinned the rear bumper of the vehicle. I parked my patrol unit behind and to the right of Trp. Couturier and exited the vehicle with my sidearm drawn pointed in on the suspect. I went to Trp. Couturier's location on the driver's side of his unit. I then put my sidearm away and transitioned to my taser while Trp. Couturier gave commands to have the suspect on his stomach by the vehicle. Once the suspect was on his stomach with his arms out, we approached him and placed him in handcuffs without incident. The driver was identified as Brendon (redacted), the same suspect Anchorage PD had for the stolen vehicle. Upon search of his person for weapons, approximately 22 grams of a hard black substance resembling heroin was found in his chest pocket on his coat. In the stolen vehicle there was an AR style rifle in the passenger seat and handgun on the driver’s side floorboard. He was then interviewed by Sgt. Norwood and Ofc. Russell. I returned to the (redacted) residence to continue the investigation. See Trp. Gill's report for the results. He later admitted to members of the drug unit that he had brought a substantial amount of fentanyl and heroin for distribution down from Anchorage after stealing the vehicle. He admitted to selling 2 oz of methamphetamine to (redacted).
