On December 27, 2021, I was monitoring northbound traffic on 1-75 near mile marker 158 in Bibb County. I checked a Ford Ranger pickup at 90 mph in a posted 70 mph zone. When I pulled onto the roadway to stop the Ford Ranger, the driver slowed momentarily. I turned on my emergency equipment as I approached the Jennifer Drive overpass and noticed the Ranger pickup slowing but not pulling over onto the shoulder. The Ford Ranger then passed a vehicle which indicated the driver had no intention of stopping. I activated my siren and was in the process of notifying the Communication Center when the violator attempted to exit at Pio NoNo Avenue. This attempt was blocked by an exiting tractor trailer, forcing the violator back northbound on I-75. As we were approaching the Rocky Creek Road overpass, the driver of the Ranger moved to the center lane. I made my decision to end the pursuit by using the PIT Maneuver (Precision Immobilization Technique) on the Ford Ranger since I had plenty of roadway to work with and nearby traffic was light. I also knew several miles up was a construction zone and traffic would be heavier the closer we got to downtown Macon. I made contact with the Ford Ranger's right rear fender with my patrol vehicles left front fender. The PIT Maneuver caused the Ford Ranger to rotate clockwise and begin to overturn several times as it left the roadway and traveled down an embankment. The Ford Ranger came to a uncontrolled rest on its passenger side. I notified the Communication Center that I needed Macon-Bibb Fire Rescue and proceeded to check on the driver. I found the driver, Joseph Silas, still strapped in his seatbelt. He complained about pain in his left arm and was worried he was going to lose his job. I asked if he had been drinking, and he replied he had and that he had really messed up. Macon- Bibb Fire Rescue arrived and removed Silas from the cab of his truck. I told him he was under arrest for Driving Under Influence and other charges that I would explain to him once he received medial attention. I then read him Georgia's Implied Notice and asked for a blood test. Silas agreed to the blood test that would be conducted once he was transported to Atrium Health. The blood test was conducted by Katherine Murdock of Atrium Health. Due to his injuries, Silas was issued copies of his citations and released to the care of the hospital staff.
