Officers arrived at the scene for a follow-up investigation into a physical altercation involving several parties. Upon arrival, they encountered an intoxicated individual who was yelling and acting aggressively toward the responding units. Because there were numerous witnesses and a complex sequence of events, officers began interviewing people on the scene to determine exactly what had occurred. During the investigation, while an officer was speaking with a witness on a nearby stairway, the suspect grabbed her shirt and threw it directly into the officer's face.
