While On patrol, Trooper J. Price with the Arkansas State Police attempts to stop a BMW with dark tint and an expired tag, the suspect flees. Report: On June 8th, 2024, I was stationary in the median on Interstate 40 near the 169-milepost observing the flow of eastbound traffic. I observed a black B.M.W. passenger car displaying an Arkansas used car dealer license plate of EX64610 pass by me traveling east with dark tinted windows. I could see the white sticker and attempted to run the license plate through my computer terminal to check the registration status. The license plate returned expired from January of 2024. I attempted to catch up to the car and noticed it make an abrupt lane change from the left lane to the right lane in front of an 18-wheeler where I couldn’t see the car anymore. I noticed the 18-wheeler apply its brakes, so I assumed the car was going to try and pull onto the right shoulder. I drove to the right shoulder and saw the car stopping on the shoulder in front of me. As I got out of my unit, the car began to flee eastbound on the interstate. I advised Troop A dispatch that I was in pursuit at 10:56 a.m. I observed 3 vacuum-sealed bags of what appeared to be marijuana, through my training and experience as a law enforcement officer, get thrown out of the driver’s side of the vehicle towards the median. The vehicle kept fleeing at a high rate of speed passing other vehicles on the shoulder with no concern for any human life. The vehicle took the 173 exit, crossed over State Highway 89, and got back onto the interstate still traveling eastbound. It began to pass on the shoulder again and took the 175 exit. The vehicle had gained some distance, but I was able to keep it in sight to see it pull behind the Jordan’s gas station in Lonoke. As I pulled up behind the gas station where the vehicle was, I noticed a black male with a white shirt running east into the woods. I was able to successfully call the subject back towards me and take him into custody at 11:00 a.m. without further incident. I was able to later identify him as Mariunn Green DOB: 11-22-2004 from a citation that I found in the vehicle. As I searched his person, he had the keys to the vehicle in his pocket. I placed him in the backseat of my unit. I cleared the car to make sure there were no other occupants. I checked the woods to make sure there were no other occupants or evidence left in the woods. I Mirandized Mr. Green. He advised me that he understood his rights. I asked if there was any cocaine. He told me it was just weed. He told me he only threw out one bag. I told him I watched him throw out three bags. I was able to run the VIN and see that the vehicle has a valid license plate registered to Mr. Green, but he was using an expired dealer license plate on the vehicle. Sgt. Tim Callison was able to locate all three vacuum sealed bags of marijuana in the area where I advised that he threw them out. They weighed approximately 1 pound each. Phillips Wrecker took possession of the vehicle, and I transported Mr. Green to Lonoke County Detention Center. Central AR Drug Task Force Officer James Cavin took possession of the evidence. Mr. Green was booked into the jail on the following charges: Fleeing by Vehicle with a Substantial Danger of Death- Class C Felony Possess with the Purpose to Deliver Controlled Substance Schedule VI 4oz 25lbs- Class C Felony Possess Drug Paraphernalia- Class D Felony Tampering with Physical Evidence- Class D Felony Reckless Driving 2nd Offense- Class A Misdemeanor Fleeing on Foot- Class C Misdemeanor Misuse of Dealer’s Extra License Plate- Violation Littering- Violation Expired Vehicle Tags-Violation Driving on Suspended Driver’s License- Violation No Seatbelt- Violation
