On 8/19/2024 at approximately 1345 hours, I Deputy Bradford with The Clayton County Sheriff's Office received information in regard to a vehicle which had a fake Texas Temp tag on it. The vehicle was a black in color Dodge Scat Pack that had fled from South Fulton PD multiple times. I located the vehicle driving down Bethsaida Rd toward highway 314. I turned around on the vehicle to check the tag on it and it immediately began to flee before I got turned around. The vehicle made a right turn on to 314 toward 138. I could see the vehicle driving recklessly and passing cars on a double yellow. I notified radio that the vehicle was fleeing from me. I had my blue lights and sirens activated on my marked patrol unit. The vehicle continued on 314 passing vehicles in curves and driving over 100 MPH. SGT Stearley was waiting at the intersection of 314 and 138. I used a precision immobilization technique to stop the vehicle, but it continued on 138 toward Fulton County. The vehicle turned right on to Old National Highway, and I used a precision immobilization technique again to spin the vehicle out into a ditch. A black male dressed in all black with dreads exited the vehicle and began to flee on foot. The male fled out of the passenger side of the vehicle wearing all black. He ran into the wood line on foot. Sgt Stearley and I gave chase on foot when we got into the wood line the briars and brush were extremely thick. While running my legs and arms were getting torn apart by large briars. My legs were wrapped up in them causing me to fall down while running. I got back up and continued to run. I saw the male fall down on his face into the thick brush while running as well. Sgt Stearley got to the male who was laying on the ground and was attempting to detain him. While running up to where they were located, I was still in very thick briars which were wrapped around my legs cutting through my pants. I began to lose my footing again and got to where the male was laying on the ground. I grabbed the back of the jacket that the male was wearing with my left hand in an attempt to maintain control of his upper body. I used my right hand to attempt to gain control of the subject's right hand, but it was wrapped in the thick briars. I used both my hands to get the subjects right arm and hand into cuffs. The male was laying down in the thick brush and briars. I used his jacket and picked him up out of the brush so he could stand on his feet. I kept my right hand on his jacket and began to escort him through the thick brush and briars. My feet and legs were still all wrapped up in the vines and briars. While walking the perp out he was wrapped up in them as well and was losing his footing. When we got out of the wood line, we had to cross a deep ditch in order to get back to the roadway. I got the male across the ditch and walked him to my patrol vehicle. I conducted a search of the male and then had him have a seat in the back of my patrol car. The male was complaining of being hot, so I rolled down both back windows for him. The male continued to complain about being hot. He asked me to get the jacket off of him. I cut the jacket off of him so to help with him being hot. The male was identified as Marquez Milner 10/22/2003. I conducted a search of the vehicle which had a strong odor of marijuana emitting from inside. Inside the vehicle in the driver's floorboard was a Glock black in color handgun. Milner was transported to Southern Regional hospital to be cleared for the jail. Milner was cleared at the hospital and transported back to the Clayton County Jail. A check of the vehicle it was found that the VIN had been altered. The VIN # on the vehicle did not come back to any vehicle. The stickers were removed, and the actual vin was located. The vehicle was stolen out of GA Tech PD. The victim who reported the car stolen was {redacted}
