A 69-year-old driver repeatedly rammed a Manteca K-9 cruiser and other police vehicles during a prolonged confrontation at an In-N-Out Burger. Watch the 911 call with corresponding surveillance footage, bodycam, dashcam, and drone video as nearly 15 minutes of negotiations end in another vehicle attack and fatal police gunfire. On April 30, 2025, Manteca police responded to the In-N-Out Burger on East Yosemite Avenue after employees reported that an agitated driver had struck vehicles in the drive-through. The driver was identified as 69-year-old Charles Craig McGonegal II. When the first K-9 officer arrived, McGonegal repeatedly rammed the officer’s patrol vehicle, prompting the officer to fire. Backup officers established containment while a police negotiator spent nearly 15 minutes urging McGonegal to surrender peacefully. McGonegal then accelerated and rammed additional police vehicles, prompting five officers to open fire. Officers removed McGonegal from the vehicle and provided medical aid. He was transported to a hospital, where he was pronounced deceased. No officers or bystanders were physically injured. The five officers who fired were placed on administrative leave under department policy. The incident was investigated under San Joaquin County’s Officer-Involved Critical Incident Protocol. As of this production, no final charging decision from the San Joaquin County District Attorney’s Office has been publicly released.
