According to the police report, officers followed the vehicle for approximately a mile and observed repeated drifting before initiating the stop. Police say the driver was slow to pull over after emergency lights were activated. During the encounter, officers described the driver as confused and noted alleged signs of impairment including slurred speech, droopy eyelids, and difficulty explaining where she was coming from and where she was headed. Officers also stated the driver appeared unsteady while walking behind the vehicle. The report states the driver agreed to perform field sobriety exercises before being transported for breath testing. During the DUI observation period, police say one breath sample registered a 0.142 alcohol level. Officers later claimed the driver repeatedly provided short, incomplete breaths during additional testing attempts, which resulted in a refusal determination. According to the report, officers also discussed suspected medication located inside the vehicle during the investigation.
