On January 15, 2025, Peoria Police responded to a suspected shoplifting call at the Sephora inside Kohl's on Willow Knolls Drive in Peoria, Illinois. The woman had driven in from Alton to return a curling iron set she said was purchased around Christmas. She said the return was denied at the customer service desk. By the time she walked out of that store, officers were already standing on the sidewalk waiting for her. She told officers everything in her bag was hers before she walked in. She offered to open it right there on the spot. Officers declined and tried to move her away from her car. What started as a bag check turned into a physical struggle over handcuffs, with her saying she was pregnant and that the store had called police because she was Black. Officers said she was resisting. She said she was trying to cooperate. A sergeant was eventually called to the scene, and medical assistance was requested after she complained her arm felt dislocated. The store cameras were referenced multiple times as the evidence.
