On May 11th, 2023, a city employee flagged down officers patrolling the area at a public park. The worker stated that there was a woman refusing to leave the women's bathroom, as he needed to clean it. The woman had been in there for over an hour, acting aggressively and using foul language, prompting the employee to seek help from law enforcement. The city employee pointed toward the individual and stated, "that's the person, they were causing all the problems." The officer immediately requested a form of identification, to which the individual initially refused, becoming argumentative. Eventually, the individual provided a Washington, DC identification card. The officer researched the individual's information and provided them with several city ordinance warnings. The individual continuously interrupted the officer, screaming vulgarities. The officer instructed them to cease screaming obscenities because there were tourists and children nearby. Despite the warnings, the individual continued to yell and scream. After concluding the city ordinance warnings, the officer returned the individual's identification card. They snatched the card and, as they were walking away, loudly stated, "you can kiss my behind." As the officer and their colleague were preparing to leave the area, it was realized that the individual had contacted 911 while they were standing only a few feet away. They were informed that contacting 911 without a legitimate emergency was an arrestable offense. The individual replied, "I don't care, forget you." At this point, the individual attempted to walk away from the officer and their colleague. The officer instructed the individual to stop walking away, turn around, and place their hands behind their back. They were informed that they were being arrested for misuse of 911 and were placed in handcuffs. Throughout the interaction, the individual continued to yell and scream vulgarities. The officer explained that they needed to pat them down for weapons as required by departmental policy and for general safety before placing them in the patrol vehicle. The individual became argumentative and threatened to fight if touched. As the officer attempted to pat them down, the individual struck the officer's colleague in the chest with their elbow and kicked the officer's thigh. Following this, the officer performed a takedown and placed the individual on the ground in a controlled manner. The individual continued to yell and scream obscenities during the scuffle. The officer and their colleague placed the individual in the recovery position and requested medical assistance. It was realized that the individual had bitten the officer's wrist during the altercation, causing a minor injury. The officer received treatment on the scene and later sought further medical attention. Backup arrived, and interviews were conducted with witnesses in the area. Witnesses described the individual as rude and non-compliant. They confirmed the individual's aggressive behavior towards the officer and their colleague. The individual was then transported to the detention center.
