On November 9, 2025, at approximately 0147 hours, I, Deputy Davis, observed a gray Kia Niro fail to obey a traffic control device and conduct an improper U-turn at Tara Boulevard and Old Dixie Road. I initiated a traffic stop on the vehicle, bearing Georgia tag DCL6873. The vehicle failed to yield, quickly accelerated, and began to flee. The driver turned northbound onto Riverdale Road, exceeding 67 MPH in a 45 MPH zone. The driver then made a U-turn and proceeded southbound, reaching speeds in excess of 100 MPH. During the pursuit, the driver failed to maintain lane numerous times, changed lanes without signaling, and crossed over solid white and yellow lane markings. The driver made an improper left turn into a gas station at Upper Riverdale Road and Valley Hill Road, accelerating through an active parking lot where pedestrians and occupied vehicles were present. The driver exited the lot and turned right onto Lamar Hutchinson Parkway. I attempted a PIT maneuver on the passenger-side rear quarter panel. The vehicle spun, but the driver regained control and continued fleeing onto the sidewalk. I conducted a second PIT maneuver, causing the vehicle to face eastbound in the westbound lanes. The driver attempted to continue into oncoming lanes before being boxed in by responding deputies. The driver exited the vehicle and ignored repeated verbal commands to get on the ground. I deployed both cartridges of my department issued Taser. The Taser was ineffective. Deputy Harris and other deputies made physical contact and took the driver into custody. I detected a strong odor of alcohol on the driver's breath. He was unsteady on his feet, slurred his speech, struggled to keep his eyes open, and his eyes were bloodshot red and glossy. After being seated in the patrol car, he fell asleep shortly after. The driver initially gave the false name "Andre Pooky" and refused to provide a date of birth. After being asked several times, he gave the name PENNINGTON, TANELIUS DEON (DOB: 12/22/1983), confirmed by an ID card found in the vehicle. A GCIC/NCIC query revealed his driver's license was REVOKED with multiple active suspensions dating back to a juvenile DUI in 2003. Mr. PENNINGTON was confirmed to be on PROBATION and a convicted felon. A vehicle search yielded two bags of marijuana weighing approximately 37.61 grams, an open alcoholic beverage in the center console, and a seatbelt still buckled after exit indicating improper use. A Glock handgun (S/N CFH801) was found in the grass near the PIT scene — completely dry while the surrounding area was wet, indicating it was discarded during flight. Later during evidence inspection, smaller bags were found concealed within the marijuana containing approximately 2.1 grams of methamphetamine, 1.7 grams of cocaine, and eight MDMA pills. Mr. PENNINGTON was transported to Piedmont Henry ER for medical clearance, where he repeatedly stated he had made a mistake and was "fucked up." He was then transported to Clayton County Jail without further incident.
