Shortly after 5 p.m., Little Rock Police officers responded to a reported disturbance at a Sunoco convenience store on West Roosevelt Road involving 26-year-old Clifton Shelton. According to the police report, Shelton allegedly attempted to take a Black & Mild cigarillo from the store, but the clerk declined to pursue a report. An off-duty Pulaski County sheriff’s deputy, who reportedly recognized Shelton, purchased the cigarillo for him. A short time later, officers received a report that a 56-year-old man had been struck near the convenience store. The man reportedly described his attacker as wearing a red hockey jersey and a hat with ear flaps—clothing that matched Shelton’s appearance. At approximately 5:41 p.m., Officer Katelyn Brewer located Shelton and began questioning him about the earlier incident. According to the police report and body-camera footage, Brewer followed Shelton as he walked away from the area and continued speaking with him. Officer Brad Forrester then arrived, and Shelton reportedly ran from the officers. Police pursued him into a nearby yard, where officers deployed Tasers. Body-camera footage shows Shelton raising his hands and asking officers whether they intended to strike him. Forrester then grabbed Shelton by his jersey, resulting in a physical struggle. Officer Brewer deployed her Taser, but Shelton continued to resist. During the struggle, Brewer accused Shelton of grabbing her firearm. Shelton denied the allegation. Additional officers arrived and assisted in restraining Shelton. Officers struck him during the struggle and eventually deployed a Taser again, allowing them to gain control and place him in handcuffs. First responders evaluated and medically cleared Shelton at the scene before he was transported to the Pulaski County Jail.
