Upon trying to perform a traffic stop on the vehicle, it fled from me. I later located the vehicle and was able to stop the vehicle again by the Gund Brewery Lofts. The driver was identified as Rachel while her child was in the backseat. Rachel called for the child’s father, Virgil to take care of the child, but he had a warrant. Virgil and Rachel were arrested and transported to jail. The child was left in the custody of Virgil’s cousin, Melissa. CONTACT WITH RACHEL: Rachel was identified verbally as the driver. I saw her sitting in the driver seat upon my approach and advised her to step out of the vehicle. When she did, I could see she was nervous and crying. She advised she was having a hard time because she got into it with her mother. I explained to her that I tried to stop her by 9th and Green Bay Street and she said “I know, I know, I don’t know, I think I might have a warrant.” She continued and said “I feel so bad, I am so sorry”. She advised her identification was in her purse and she gave officers permission to get it. The purse was in the passenger seat of her vehicle. When I approached her vehicle again I could see her child, 48.396(1) in a baby car seat in the back-passenger side seat. I asked Rachel how fast she thought she was going when I had my lights on behind her, she advised she thought she was going 45 miles per hour. I asked her if she saw me try to pull her over and if she didn’t want to get stopped, she responded “yeah pretty much”. I asked her child’s name and she provided it to me. I then asked for clarification on her story again. She advised she saw me trying to stop her and “took a turn, took another turn, and took off.” She advised she was trying avoid the warrants. She then called Virgil to the scene to help take custody of the child. Upon running her information through La Crosse County Dispatch, it was learned that she was revoked reference OWI and had two La Crosse County Warrants and a Monroe County Warrant. Those warrants were later confirmed. CONTACT WITH VIRIGL: Virgil was given a ride to the scene by his cousin Melissa. Upon his arrival he said “so it takes this many fucking Police to pull her over, why are you scared of her?” Virgil was advised of the situation and calmed down. I was able to look up his information in RMS and confirm his identity with a booking photo. Virgil also confirmed his identity verbally. I ran his information through dispatch, who advised he had a Monroe County warrant for his arrest. Prior to arresting him he agreed to have his cousin Melissa take care of ARREST OF RACHEL: After I spoke with Virgil, I was able to re-contact Rachel. Rachel advised she was thinking about her kids when I tried to stop her. She advised she knew she had a warrant but wasn’t sure how serious it was. I asked if she was trying to evade me so she didn’t get caught? She replied, “I guess so, my life flashed before my eyes.” She then provided me Virgil’s information. She then advised me that Virgil’s cousin Melissa can take care of 48.396(1) After that I had Rachel place her hands behind her back. She was handcuffed and the handcuffs were double locked and secured to fit. She was then sat in the back of my squad car. Rachel was transported to jail by me and released to jail staff. ARREST OF VIRGIL: After Virgil confirmed his first and last name he was told he was a warrant, which he knew. He was advised he was going to be placed under arrest. He brought his hands behind his back and the handcuffs were double locked and secured to fit. He was searched by Officer Jorrey Olson and transported to jail by him.
