On June 13, 2023 at 10:02 a.m I stopped a silver Chevrolet Camaro on U.S. Highway 67 at Miller County 140 for an unreadable paper tag and no lights on with windshield wipers. As I exited my vehicle, the silver Chevrolet Camaro fled the traffic stop. I then notified Troop G dispatch I was in pursuit of the vehicle, and we were southbound on toward Texarkana my speed reached 134 mph with a wet road and light traffic on the highway. I got up beside the vehicle the suspect vehicle slowed down and made a right turn onto East 24th St. We then traveled 65 mph until we slowed down and made a right turn onto Woodland Rd. we reached speeds of 89 mph. As we approached East 35th St. the vehicle slowed down and ran the stop sign. The suspect then made a left turn without using a turn signal. I made sure traffic was clear and continued onto East 35th St. and the suspect vehicle drove into opposite lane of traffic. On East 35th St. we reached speeds of 93 mph, as we were approaching Jefferson Avenue, the suspect vehicle passed a vehicle on the left across a double yellow line without using a turn signal. We continued on East 35th St. to Jefferson Ave. At the intersection, and the suspect vehicle made a left into a gas station parking lot without using a turn signal and continued onto Jefferson Avenue. As we got onto Jefferson Ave. I made contact with the rear of the vehicle. On Jefferson Ave we reached speeds of 99 mph and the suspect vehicle passed a vehicle on the left on a double yellow with no turn signal. As we continued on Jefferson Ave. the suspect vehicle ran a traffic light that was red at Jefferson Avenue and East 18th St. The traffic light turned green shortly after the suspect vehicle went through it. We continued on Jefferson Avenue and past Texarkana Arkansas High School my speeds were 92 mph and the suspect vehicle was pulling away from me. The suspect vehicle slowed down as it approached East 12th St. and then ran the stop sign and continued. I approached the stop sign and made sure it was safe to continue. We then approached Jefferson Avenue and East 9th St. and the suspected vehicle made a left turn and ran the red traffic light without using a turn signal. I made sure that it was safe to continue through the traffic light. The suspect vehicle then went to U.S. Highway 67 and made a left running the red turning lane traffic light and not using a turn signal. I approached the intersection and made sure it was safe and continued the pursuit. As we traveled northbound on U.S. Highway 67 my speed reached 114 mph and I lost sight of the suspect vehicle for a short time. As we approached East 24th St. I gained sight of the suspect vehicle again and saw it slow down and make a left turn without using a turn signal. On East 24th St. my speed reached 92 mph. The suspect vehicle then made a left on Franklin Drive without using a turn signal. On Franklin Drive, I reached speeds of 80 mph. The suspect vehicle then came to the intersection of Franklin Drive and East 18th St. and made a left turn, while running the stop sign and not using a turn signal. I came to the intersection and made sure it was safe to proceed and continued the pursuit. On East 18th St. my speed reached 75 mph. At the intersection of East 18th St. and the suspect vehicle made a left turn running the stop sign and not using a turn signal. I approached the intersection and made sure it was safe and continued the pursuit. my speed reached 128 mph as we continued northbound. The conditions were still raining with light traffic. As we were getting closer to State Highway 108 the suspect vehicle passed an 18- wheeler on a double yellow without using a turn signal. As we approached U.S. Highway 67 and State Highway 108 the suspect vehicle slowed down quickly. As I was slowing down I didn’t want to go past the suspect vehicle and allow him to get onto State Highway 108. I saw it as an opportunity to try to end the pursuit. I then attempted a TVI (Tactical Vehicle Intervention) and collided with the back rear quarter panel and around the back driver-side tire. Due to the suspect vehicle slowing down and hitting his brakes my bumper continued up toward the driver's door. The suspect vehicle then took back off and continued north on U.S. Highway 67. I continued the pursuit at speeds up to 102 mph. The suspect slowed down and the hazard lights came on. I then observed the back driver side tire had gone flat. The suspect vehicle then pulled onto the right shoulder at The Suspect vehicle then attempted a U-turn to head back south. I then did a Tactical Vehicle Intervention and hit the suspect vehicle around the rear driver-side tire which caused the vehicle to spin and go backward into the southbound ditch. I then got out and gave the driver commands to show me his hands identified as Dustin Sockwell, I asked Mr. Sockwell why he was running. Mr. Sockwell stated he was running because Inside the vehicle was a small amount of marijuana.
