While on patrol, The Akron Police were dispatched to a location referencing a suspicious person using drugs. When officers arrived on the scene, The caller stated that a white male in his 30s wearing a tan coat with a hat and silver sunglasses was on the property. He faced the window with his back to the road and lit something, then a few seconds later he injected himself with a syringe. The caller then stated that he went walking northbound on Manchester Rd. After the officer spoke with the caller, The officer went northbound on Manchester Rd to look for him. The officer located the male walking on the west side of Manchester Rd. near Koerber Av. The officer stopped and talked to the male, who was later identified as the suspect, Joseph. The officer explained to him why he was being stopped and provided me with the name Eric J Smith and a DOB of 2-26-87. The suspect then consented to the search of his person. During that search, The officer felt a syringe in his front right pants pocket. At that time, The officer told Joseph to put his hands behind his back and while attempted to get handcuffs on him, he attempted to break free from the officer's control and resist arrest. Joseph eventually was able to get out of the officer's grasp and began to flee on foot. The officer deployed a Taser twice which was not effective in assisting his apprehension. Joseph continued to flee on foot and the officer gave chase. Joseph ran several blocks before the officer lost sight of him and eluded capture. He was later identified by another officer. Warrants were issued for Misrep ID, Resisting Arrest, and Obstructing Official Business.
