Jermaine Lofton and Eddie Matthews sued the city in federal court after their encounter with officer Jeffrey Stamm. The settlement states that Norwood and its employees have denied any wrongdoing and that the settlement is not an admission that Lofton and Matthews are right. others and police. It showed Stamm shouting at Matthews and then hitting him with a baton repeatedly. According to the lawsuit, Stamm was called to the restaurant by the manager about two different customers who were becoming unruly. That same manager said Lofton and Matthews were trying to help with the situation, the suit said. However, the brothers said Stamm came straight to them first. Matthews and Stamm exchanged words and the video shows Stamm grabbing Matthews by the collar and striking him with a baton while shouting, "Get down, get down." The struggle lasted about two minutes and Matthews was arrested. Lofton was tackled by another officer as he tried to get between Stamm and his brother, the lawsuit states. A provided photo taken in the hospital after Eddie Matthews, Evanston, was arrested at the KFC/Taco Bell in Norwood, September 21, 2019. The incident happened at the KFC/Taco Bell in Norwood. It started when a couple complained they paid for food they didn't get. It did not involve either Matthews or his brother, but they were ultimately arrested after they were told to leave the premises. Matthews, along with his brother Jermaine Lofton, Chicago, have filed charged in federal court alleging unlawful arrest and use of force. After the encounter, the manager told the officers they still had not dealt with the unruly customers, the lawsuit said. Stamm had been with the Norwood Police Department for about a year. Before that, he worked as an officer in Fairfax. In May of 2018, Fairfax suspended him for 10 days for “gross neglect of duty, failure to obey orders." In July 2018, Stamm's superior said his behavior put citizens at risk and recommended he be fired, but Stamm had already submitted his resignation. After that Stamm was hired at the Norwood Police Department where he is still employed, the city confirmed. The settlement awarded $120,000 to Matthews and $80,000 to Lofton. Matthews and Lofton declined to comment for this story. Norwood officials declined to comment on the settlement as well.
