On October 17, 2024, Lakewood Police Officer Rafter observed a vehicle commit a traffic violation. He initiated a traffic stop on the vehicle, which was being driven by a 45-year-old woman. She claimed to be on her way home after working at a local tavern. She also denied consuming any alcohol. Officer Rafter asked the woman to recite the English alphabet. She attempted this twice stopping at the letter "P" both times. Based on her driving, she was asked to step out of the vehicle in order to perform standardized field sobriety tests. After the tests, she was arrested for Operating a Vehicle Impaired (OVI). The woman's husband showed up but was unable to convince officers to release her. The police report indicates that the woman had a previous OVI arrest in 2012. It also indicates that she refused to submit to a breath test.
