Arthur's face is blurred throughout this video. As a retired law enforcement officer, Arthur is entitled under Florida law (§119.071(4)(d)2, F.S.) to have his identity protected in public records — including his face, home address, phone number, and vehicle tag. That protection doesn't extend to the footage itself or what happens in it. Arthur, a 60-year-old retired Maryland State Trooper, is stopped on I-95 northbound in Flagler County after being called in as a reckless driver — no headlights, front bumper hanging off, flat tire, and evidence of a crash he denies ever happened. He immediately begins dropping credentials: 30 years as a Maryland State Trooper, Defense Intelligence Agency operative, claims of PTSD, and a dog named Milo riding shotgun in a car with the passenger seat removed. What follows is one of the longest and most painful field sobriety test sequences ever captured on bodycam. Arthur cannot put his heels and toes together. He cannot follow a pen with his eyes. He cannot do a walk-and-turn. He cannot lift one foot off the ground. Every exercise becomes a five-minute negotiation filled with excuses, name drops, and repeated grabs at the deputy's patrol car for balance. When asked if he's diabetic, he says "Class B" — a type that doesn't exist. When asked about any medical condition, every answer is "PTSD." Arthur was brought to the Flagler County Inmate Facility where he began to complain of difficulty breathing. He was allowed out of the vehicle but quickly knelt on the ground and began to hunch over. When deputies attempted to help him up, he resisted them. He did not assist in walking to the DUI room and had to be carried in by deputies. Once in the room, he continued to complain of medical ailments and eventually laid down on the floor. Flagler County Fire Rescue was called to transport Arthur to the hospital via ambulance. While fire rescue was on scene, they noted Arthur attempting to force his eyelids closed while they opened them, and stated that his vitals were okay. It appeared as though Arthur was faking his medical issue. Arthur had advised deputies multiple times that he was a retired Maryland State Trooper of 30 years — his badge and retired ID card were discovered in his wallet. Deputies believe he was fully aware of the proceedings of a DUI investigation and was attempting to fabricate a medical issue to avoid providing a breath sample. Flagler County, Florida All footage obtained through Florida public records law. Identity redacted per Florida's law enforcement officer exemption (§119.071(4)(d)2, F.S.), which protects the personal identifying information of current and former law enforcement officers and their families. #bodycam #dui #flaglercounty #florida #fieldsobrietytest #retired #statetrooper #maryland #milo #911 #protectedidentity
