ASP Incident Report with Photographs: https://1drv.ms/b/c/1f43f58f1f4b4ab7/IQB5jdBn-tLxQphGAWcjgPyQAXKdpFNt-VpgJxFNoUng270?e=odoEVX *North Little Rock Police Report Narrative* On 03-19-2026 at 0034 hours, I was patrolling on I-40 westbound at the main street exit when I observed a black Dodge SUV passing me at a very high rate of speed. I activated my emergency lights and siren and the vehicle accelerated away, flashing high beams at drivers ahead to clear a lane. I closed the distance and paced the vehicle at 111 mph in a 60 mph zone. The vehicle refused to pull over and I began to pursue the vehicle. At the military exit, the vehicle changed from the middle to the outside lane, nearly colliding with another vehicle. The vehicle bore LPN BLP80G.The vehicle weaved in and out of traffic at a high rate of speed with blatant disregard for the safety of other motorists. The vehicle took the Military Exit and drove on the left shoulder past vehicles stopped in traffic. The vehicle turned west onto Charles Boyer again driving on the shoulder and then north onto Military.  During this time, ASP A-9 took the lead in the pursuit. Speeds stayed around 80 mph in a 35 mph zone. The vehicle then turned onto Joe Poch Road and went southwest. After approximately 3 miles, ASP successfully stopped the vehicle with a Tactical Vehicle Intervention. I pulled behind the vehicle and boxed it in. The Trooper opened the driver’s door and ordered Johnathon Roots to exit with his hands up. Roots, who was not wearing a seatbelt, exited and lay face down on the pavement, and I placed him in handcuffs. The Trooper then removed the passenger, Byron Foster, and placed him in handcuffs.  A search of the car found a PSA AR-15 SER#DCSF622699 located directly behind the driver’s seat within Roots’ reach. The firearm had a loaded magazine inserted in the magwell. Roots pleaded guilty to a felony breaking or entering on 7-13-2022 (60CR-22-270).A tow sheet was completed. I called for a wrecker, and Philips Brothers Wrecker Service arrived on scene to impound the vehicle. I asked foster if the firearm in the vehicle was his and he stated that it was not. Foster stated that he had just been picked up by roots from a gas station. Foster stated that he did not know that there was a gun in the car.
