On April 11, 2016, Joseph Charles Boyle — a 64-year-old elected Justice of the Peace for Precinct 2 in Holliday, Texas, who had held the seat since January 2003 — was sentenced to 24 months in federal prison after pleading guilty to one count of theft concerning programs receiving federal funds. Between January 2013 and May 2015, Boyle collected cash payments from defendants cited for traffic violations and minor misdemeanors, issued them receipts reflecting the full amounts paid, and then submitted falsified records to Archer County showing lower figures, pocketing the difference. To obscure the volume of cash he was receiving, Boyle frequently directed defendants to pay in cash and then converted those receipts into money orders before remitting the reduced totals to the county. FBI Dallas Field Office investigators documented 28 months of receipt-to-record mismatches, producing a precisely calculated restitution figure of $133,333.33 — the full amount stolen from county funds. Judge Reed C. O'Connor of the U.S. District Court for the Northern District of Texas imposed the sentence at the top of the applicable U.S. Sentencing Guidelines range and ordered full restitution. Boyle resigned his JP position on November 9, 2015 — the day before entering his guilty plea. Among those whose fines he shorted the county were teenagers cited for minor-in-possession-of-alcohol violations, who paid in cash believing their money went to Archer County and had no way of knowing their judge was pocketing a cut of every transaction he processed.
