A Troy, Missouri traffic stop involving a homemade license plate and sovereign-citizen claims quickly escalated after Andrew Mencin pulled away from officers and was tased during his arrest. His wife was also arrested after repeatedly refusing officers’ instructions to remain seated inside the vehicle while their two young children witnessed the encounter. On July 11, 2024, Troy Police attempted to stop Mencin after an officer recorded him driving 12 mph over the speed limit. According to court records, Mencin continued driving after emergency lights were activated, made several turns before stopping, and was operating a vehicle displaying what police described as a homemade Missouri license plate associated with the sovereign-citizen movement. His wife, Aaliyah Mencin, was also arrested following the confrontation. Her criminal charges were later dismissed. Mencin later filed a federal lawsuit in the United States District Court for the Eastern District of Missouri against the City of Troy Police, the mayor, and members of the Troy Board of Aldermen. The federal court dismissed the case for failure to state a claim upon which relief could be granted. In that same ruling, the judge addressed the sovereign-citizen arguments contained in Mencin’s filings, noting that claims of this nature completely lack merit and have been rejected as frivolous. This case study examines the incident using publicly released police bodycam footage, dashcam video, surveillance footage, cellphone video, 911 calls, dispatch audio, witness recordings, and investigative findings, when available. Analysis and commentary are provided from the perspective of a former federal agent, former law enforcement officer, and digital forensics examiner. Whether you are an aspiring law enforcement officer, a current officer, criminal justice student, attorney, first responder, or simply interested in public safety, these case studies are designed to highlight tactical decision making, officer safety principles, legal considerations, and practical lessons that can be applied to real-world law enforcement encounters. ⚠️ VIEWER DISCRETION ADVISED ⚠️ This video contains real police bodycam footage from a critical incident that some viewers may find disturbing.
