On August 8, 2025, at approximately 4:17 PM. I was patrolling on Interstate 55 Southbound at the 3-mile marker when a green Honda Accord with its passenger window down passed me in the number 1 (left lane). While the Vehicle was passing me, I observed the driver not wearing his seat belt, and the registration had expired 05/2025. I merged into the left lane behind the vehicle and ran the vehicle's registration number through ACIC, As I was traveling behind the vehicle, it crossed over the left fog line. I initiated my lights, and the vehicle proceeded to accelerate in the left lane, so I initiated my sirens and called in my traffic stop. As I called in my traffic stop, the vehicle merged into the right lane; however, it still maintained its speed of 75 Mph in a posted 65 Mph zone. I began to try and get beside the vehicle in the left lane to tell them to stop, however, he merged in front of my unit to prevent me from doing so. I initiated a pursuit. After initiating the pursuit, I attempted to position my unit for a Tactical vehicle intervention (TVI) on the vehicle’s driver's side. The driver kept his vehicle in the center of the two lanes to prevent me from conducting a TVI and began accelerating. After attempting to position my unit for a TVI on the driver's side multiple times, I conducted a successful TVI on the passenger side of the vehicle, causing the vehicle to impact the concrete bridge barrier at the 1-mile marker southbound. I turned around at the Bridgeport exit and observed the vehicle was still traveling down the shoulder of the interstate; therefore, I drove my unit into the vehicle to prevent escape. I exited my unit and drew my service pistol and began giving the driver commands. I contacted the driver, who was later identified as Ware, Romello, and placed him under arrest. As I was placing him under arrest, I observed a strong odor of marijuana coming off his person. After assisting Ware to his feet, I requested emergency medical service come to the scene to evaluate Ware, as well as two small wreckers for the suspect vehicle and my unit. After placing Ware in the rear of my vehicle, I began conducting a search of the vehicle. I observed a strong odor of marijuana coming from inside the vehicle. During my search, I found an empty can of alcohol in the driver's side door pocket. TFC Fultz arrived on the scene and assisted in searching the vehicle. He found a half-smoked blunt under the driver’s seat. I did not conduct Standardized Field Sobriety Test (SFSTs) on-scene due to the high risk of fleeing. I transferred custody of Ware to TFC Fultz so that he could transport him to the Crittenden County jail due to my unit being disabled. TFC Fultz read Ware the Arkansas statement of rights, which he refused to acknowledge. Subsequently, Ware refused to submit to a chemical test. Ware is charged with Felony fleeing, Reckless driving 1st, Possession Controlled Substance Schedule VI 4 OZ, DWI 1st, Refusal to submit to a chemical test, Open container containing alcohol, drinking on the highway, Improper lane usage, speeding 1-15 Mph over the limit, driving a vehicle with suspended registration, no liability insurance, and no seatbelt
