On Friday, June 14, 2025, at approximately 1:30 AM, officers assigned to a uniformed overtime detail were dispatched to the area of 19th and Ocean Avenue following reports of a possible fight. Upon arrival, the reporting officer observed a Sergeant and several Special Law Enforcement Officers (SLEO II) speaking with a male subject who appeared to be in a highly excited state. The subject was observed speaking at a loud volume, throwing his hands in the air, and pointing aggressively at a group of individuals standing nearby. While the Sergeant remained with the agitated subject, the reporting officer made contact with the group down the street. One individual identified himself as a friend of the subject and stated he was attempting to de-escalate the situation. Another witness explained that a disagreement had occurred when the parties passed each other on the street while waiting for a rideshare. Despite the late hour in a residential zone, the subject continued to yell loud enough to be heard approximately 15 yards away. The reporting officer advised the Sergeant that this same subject had been ejected from a nearby bar earlier in the night due to intoxication and an altercation inside the establishment. Prior to this specific call, the subject had been observed on three separate occasions walking aggressively in public areas and talking about fighting the people he had argued with earlier. Officers returned to the subject to issue a final warning. As they approached, the subject was heard yelling, "I am the baddest person in this sh*t, and you do not wanna hit me because I will actually kill someone!" while raising his hands into a simulated fighting stance. Officers repeatedly ordered the subject to calm down and leave the area via rideshare to avoid arrest. The subject failed to comply, ranting about previous law enforcement encounters instead of securing a ride. After the subject yelled "Nobody is going to jail!" and refused to cease his disorderly behavior, officers advised him he was under arrest. As the reporting officer attempted to apply handcuffs, the subject began to actively resist by tensing his arms, changing his stance, and circling away to prevent being secured. The officer utilized physical force to control the subject's arm, placing him in a control hold. During the struggle, the subject stepped off the sidewalk into a sand-filled area, lost his footing, and fell to his knees, allowing officers to successfully secure him in handcuffs without further incident. The subject was searched, transported to Police Headquarters, and processed. Charges: Disorderly Conduct, Noise Violation These charges are merely accusations and the defendants are presumed innocent until proven guilty. An arrest is not a finding of guilt: that’s something for a court to decide.
