Official report from AWT is below: "Sgt Litster checked fish at Banana Point and contacted a black Hewescraft that was being trailered. I contacted Terry (redacted) of WA. He stated fishing was slow, but relented that they had one fish aboard. I recognized Loren (redacted) operating the boat as he drove it on the trailer. Terry had a non resident license. Loren had a Permanent Identification Card (PID). Loren stated he caught the fish, but was occupied tieing up leaders and avoided eye contact with me. I climbed into the boat and Loren indicated the fish was in the stern box. Upon opening the box I observed a small King Salmon. I stated it looked small and Loren stated he measured it with an ADFG Tape measure. He produced a fabric tape measure that had the end fastened to a small peg. The end started at approximatley two inches instead of zero. I measured the fish several times and stated it measured 26 and 3/4 inches. The fish showed all of the characteristic markings of a king salmon. I identified the fish due to its black gums and mouth. Loren agreed the fish was smaller than the required 28 inches. Loren was issued a citation and the fish was photographed and seized. The fish was later donated to a charity. The charity, upon recieving the fish stated immediatly it was a short king."
