On March 14, 2024, at approximately 4:19 p.m., Charlotte-Mecklenburg Police Department (CMPD) officers conducted a traffic stop near The Plaza and E WT Harris Blvd. During the stop, the driver was taken into custody for an outstanding warrant. Officer Henry Chapman, a 15-year veteran of the department, transported the arrestee from the scene to the University City Division Patrol Office. While at the division office awaiting transfer to the Mecklenburg County Jail, the routine arrest took an unexpected turn when the suspect made a formal allegation that his personal property had been stolen during the custody transfer. This serious allegation prompted an immediate halt to the booking process and triggered a sudden investigation by the University City Division chain of command to determine exactly what happened to the suspect's belongings.
