On March 21, 2024, a woman climbs the 30-foot secondary border fence near Otay Mesa, California and gets stuck on the far side. For the next 24 minutes, agents tell her to hold on while a fire truck struggles to reach her — and a nearby civilian's offer of a ladder is turned down until firefighters arrive. She falls one minute after the agent with her leaves to help coordinate transport for other migrants. This is the full timeline reconstructed from official CBP body-worn camera footage and radio traffic, released under CBP's transparency policy following her death. This video is a narrated documentary breakdown of a real law enforcement incident, built from body-worn camera and official agency footage.
