On August 14, 2025 at around 10:00 p.m., Newport Police were called to the Clark Cook House at 24 Bannister’s Wharf after reports of a disruptive woman refusing to leave the restaurant. That woman was soon identified as Special Assistant Attorney General Devon Hogan Flanagan. What began as a simple trespass call quickly escalated. Flanagan repeatedly argued with officers, insisting they didn’t “know the law,” before being arrested. Alongside her, Veronica Hannan was also taken into custody after resisting officers and causing a scene. Flanagan was charged with willful trespassing and issued a district court summons. Hannan faced additional charges of disorderly conduct and resisting arrest. Both were processed and released with court dates pending. The fallout was swift. Rhode Island Attorney General Peter Neronha called Flanagan’s behavior “inexcusable” and announced that she will face disciplinary action—likely an unpaid suspension—and must issue a formal apology to the Newport Police Department.
