-Middletown, CT. -August 12, 2023. A 30-second video clip from a local police detective's body camera shows Winston Tate violently striking her with a hammer as she screams for him to stop before she fired several shots during an encounter outside his Liberty Street home early Saturday. Middletown Police Detective Karli Travis responded to a complaint that a man, later identified as Tate, was yelling and smashing objects around 6:30 a.m. Saturday, according to the warrant for his arrest. The body cam footage was released Tuesday by the state Office of the Inspector General, which is investigating the officer-involved shooting. The video shows Travis in the roadway and Tate several yards away before he charged at her, attacking her with a claw hammer as she repeatedly screamed for him to stop. Tate can be heard in the video making loud garbled sounds as he continued the attack, which sent Travis' body camera flying to the ground, the footage shows. Travis pulled her gun out as Tate ran toward her, but doesn't appear to fire a shot until she was on the ground, the video indicates. The attack stopped when a witness ran off his porch shouting profanities at Tate to distract him long enough for the detective to move to a safe area, the warrant said. As more officers arrived, Tate again ignored their commands to put down the hammer and headed back inside his house, the warrant said. Since the detective and Tate appeared to be covered in blood, officers surrounded the home and eventually made entry since they assumed he had been shot and could be dead or dying, according to the warrant. He was taken into custody as he tried to make his way out of the house, the warrant said. He had several injuries that appeared to be gunshot wounds, according to the warrant. Saturday was the fourth time police were called to his address in five days, according to an arrest warrant charging him with attempted first-degree assault, second-degree assault, assault on a police officer and interfering with police. Tate was arraigned Tuesday in state Superior Court in Middletown after spending several days in Hartford Hospital for treatment of gunshot wounds. A judge increased his bond to $850,000 during the arraignment. He was also held on bonds for four other cases, bringing the total to more than $1 million. During a news conference Tuesday afternoon after the body camera footage was released, Middletown Police Chief Erik Costa reiterated that Travis repeatedly asked Tate to drop the hammer. He said she called for back up when Tate charged at her and began to "violently attack" her with the hammer. "Detective Travis began to move backwards to create distance, as she drew her firearm, all while giving verbal commands for Tate to stop," he said. "Detective Travis fired multiple rounds toward Tate as she was being attacked and knocked to the ground." Costa said Travis was "fighting for her life on the ground" while Tate continued to strike her with the hammer. After being taken into custody inside his house, he said, Tate was treated by medics and taken to Hartford Hospital by an ambulance. Travis was taken to Middlesex Hospital for treatment, Costa said, noting that in addition to her injuries from the hammer strikes, she shot the webbing between her fingers on her left hand once during the struggle. Travis, who Costa said joined the department in 2016, started as a patrol officer and is now a detective in the Special Investigations Unit. He said she also runs the department's cadet program. "Detective Travis is resting at home, and we are praying for her full recovery," he said. "We will support her always. There is no question that Detective Travis displayed an extreme act of heroism that saved her own life, the lives of other Middletown police officers and the citizens of this city."
