FULL REPORT: On 05/11/2023 I was notified of an BOLO, that a green 1999 Infiniti I30, bearing Georgia license plate# RCQ8575, known to be driven by Mr. Richard Colwell was in the area of East-West Connector and Powder Springs Road. Mr. Colwell had an active warrant out of Cobb County for aggravated assault. While I was searching the area, Lieutenant Easter notified that he had found the vehicle in the parking lot of Holiday Inn, located at 3741 Tramore Pointe Parkway. Upon arrival to Holiday Inn, I confirmed the vehicle was unoccupied in the parking lot and proceeded to the front desk to confirm who was driving the vehicle. While speaking to managers at the Holiday Inn, I was notified that the vehicle was starting to leave the parking lot. At that time, FTO Lake, Officer Weldon, and I went outside and saw the vehicle. FTO Lake and Officer Weldon attempted to stop the vehicle after observing Mr. Richard Colwell was the driver of the vehicle. FTO Lake, and Officer Weldon gave loud verbal commands for Mr. Colwell to stop the vehicle. Mr. Colwell did not stop the vehicle and proceeded to leave the parking lot. At this time Lieutenant Easter began pursuit of the vehicle with emergency lights and sirens activated, traveling west-bound on East-West Connector. I entered FTO Lake`s patrol car, and followed in pursuit of Mr. Colwell, with emergency lights and sirens activated. Mr. Colwell continued to flee on East-West Connector, at which time he failed to maintain lane multiple times and was weaving in and out of traffic. Mr. Colwell drove his vehicle over a median on East West connector into opposing lanes of travel. The pursuit continued north on Austell Road. Mr. Colwell then collided with Lieutenant Easter`s patrol vehicle while improperly changing lanes. Mr. Colwell lost control of the vehicle and collided with another vehicle in the parking lot of 3951 Austell Road. See accident report for information. After Mr. Colwell`s vehicle came to an uncontrolled stop in the parking lot, officers gave verbal commands for him to exit the vehicle. Mr. Colwell then exited the vehicle and lay on his stomach with his arms close to his body. Mr. Colwell was given multiple, loud, verbal commands to put his arms straight out to his side. After he refused to comply with those commands, Officer Davis deployed his Taser in order to cause neuromuscular incapacitation, allowing officers to safely affect an arrest. At that time, I placed Mr. Colwell into handcuffs. Mr. Colwell complained of back pain. Mr. Colwell was transported to Cobb Hospital by Puckett EMS, to be seen for his injuries. Officer Weldon transported Mr. Colwell to the Cobb County Adult Detention Center following his release from Wellstar Cobb Hospital. I then obtained Warrant# 23-W-4204 for the arrest of Richard Colwell on charges for Fleeing and Eluding and Obstruction, in addition to the outstanding warrant for his arrest. 00:00 start 02:28 The chase is on 05:30 Taser taser 12:30 Respect for LT 17:00 EMS arrives 24:05 Wild banshee phase 29:10 sentencing & outro
