FULL REPORT: On 1.20.2025 at around 0200 hours I, Dep. J. House, observed a grey Kia bearing GA tag QFL6744 pass me on Upper Riverdale Rd heading East. This vehicle fled from Morrow PD on 1/17/2025 and got away. I noticed the vehicle registration was expired on 12/10/2024. I caught up to the vehicle at Upper Riverdale Rd and Tara Blvd. Once the light turned green we entered I-75S from the Old Dixie Rd entrance. I began to call the traffic stop on the radio and as I gave out my location and other info I realized we had accelerated to 90mph. I activated my emergency lights and siren and the violator continued to accelerate to speed in excess of 120mph in a 65mph zone. The driver, Terelle Smith, showed a blatant disregard for the safety of other drivers on the road and himself by rapidly changing lanes while traveling over 100mph and even driving on the shoulder of the highway. As the Highway 54 exit approached he made a violent lane change to get back on I75 and continued to flee. Sgt. Toombs who had a faster vehicle than I did took primary to conduct a precision immobilization technique to prevent injury or death of other motorists. Sgt. Toombs used the right side of his push bumper to press into the left rear of the violator vehicle causing Smith to lose control and crash into the median wall. The violator vehicle had become disabled and rolled onto the right shoulder of I-75S just before the Mt. Zion Blvd exit. While attempting to stop my patrol vehicle I struck the open door of the violator vehicle with my passenger door causing slight damage to both doors. Smith the jumped out of the driver's door and began to run on foot up a hill to the right while reaching toward his waist band where firearms are typically concealed. I quickly gave chase and deployed my Taser 7 into his back. The first connection did not obtain neuromuscular incapacitation so deployed the second bay which had a good effect. I gained control of his hands and placed him in handcuffs with the help of Sgt. Toombs. Once Smith was secured in cuffs I searched him incident to arrest and located a black Glock 17 9mm handgun in his jacket pocket where he was reaching as he ran. The firearm was checked on GCIC and found not reported stolen. At the time of this incident Smith was under the age of 18 years old. Using his name and date of birth that he provided to me I checked Smith on GCIC and found he had no driver's license. Smith was cleared by Clayton County EMS on scene and then taken to Southern Regional Hospital to be cleared again by a doctor prior to being taken to jail.
