On February 8, 2020, Antonio Arnelo Smith was standing outside a Walgreens in Valdosta, Georgia, waiting for his sister to wire him money. He wasn't causing trouble. He wasn't running. When police approached him, he handed over his ID and answered every question calmly and cooperatively. What happened next was captured entirely on police bodycam footage and it would eventually cost the City of Valdosta $350,000. Sergeant Billy Wheeler approached Smith from behind without warning, grabbed his wrist, wrapped him in a bear hug, and slammed him into the ground. Smith immediately cried out that his wrist was broken. Moments later, officers realized they had the wrong man. The actual suspect with the outstanding warrant was on the other side of the building. Smith was released on the scene, walked away clutching his injured wrist, and received no apology. The incident went largely unnoticed for over four months. It wasn't until Smith's civil rights attorney, Nathaniel Haugabrook, filed a federal lawsuit in June 2020 that the bodycam footage became public. The civil rights lawsuit named the officers involved, the police chief, the mayor, and multiple city council members as defendants. Wheeler and the city denied all wrongdoing, claiming Smith resisted arrest and that the use of force was justified. Meanwhile, it was revealed that not only had Wheeler faced zero disciplinary action, he had actually been promoted from sergeant to lieutenant while the lawsuit was still active. The city described him as "highly promotable." In 2021, the Valdosta City Council approved a $350,000 settlement. As part of the agreement, the city also established a citizen oversight board for the police department, something Smith's attorney said was his client's top priority from day one. Wheeler kept his badge, kept his rank, and the taxpayers of Valdosta covered the bill. Wheeler also now has a profile on the Brady List, a database that tracks law enforcement officers flagged for credibility and misconduct concerns. This case raises serious questions about police accountability, civil rights protections, and what justice actually looks like when the system protects its own.
