Police responded to the address where they met the suspect, Stephanie Dolan. Dolan had called to report criminal damage to a vacant lot, stating that several trees, bushes, and fruit-bearing plants had been damaged or removed and that someone had mowed the lot. Upon inspection, I informed Dolan that I did not observe any damage. There were no holes in the ground, overturned dirt, freshly dug earth, or any other signs of damage to the lot. At that point, Dolan began to scream and yell at the officer, despite multiple requests for her to stop and warnings that her behavior was disturbing the peace and could be considered disorderly. She persisted in her disruptive actions, prompting me to request backup from another cruiser. While the officer waited for additional assistance, Dolan claimed ownership of the lot. However, when the officer checked the county records, they indicated that the owner was the Natural Suggestions Trust. Dolan was unable to provide any documentation proving her ownership or affiliation with the trust. The officer explained that we would not file a report for damage since it was unclear whether the actual owner, the Natural Suggestions Trust, had attempted to maintain the lot. The officer advised Dolan to return to her residence and, if she obtained the necessary documentation proving her ownership, to contact the police again so we could complete a report. Before leaving, Dolan was instructed to stop yelling, disturb the peace, and walk on the sidewalk. She insisted she would walk wherever she wanted, asserting there was no law against walking in the street. The officer informed her that jaywalking is, in fact, against the law. Nevertheless, Dolan continued walking down the center of the street, ignoring repeated requests to use the sidewalk for her safety. At that point, The officer detained Dolan to issue a citation for jaywalking and she also received a summons for disorderly conduct.
