THIS VIDEO IS FOR EDUCATIONAL PURPOSES ONLY WHAT HAPPENED: While stopped at a red light, David Brocuglio honked at off-duty Officer Christopher Ganter, leading to a verbal exchange. Ganter exited his truck, flashed his badge, and confronted the driver. After Brocuglio asked for Ganter’s badge number, video shows the officer returning to the vehicle and striking Brocuglio through the open window. Rocky Hill police reviewed the footage and arrested the off duty officer, though he later said he didn’t remember the strike. Do you think stress explains this.. or is it pure abuse of power?
