Key West police roll up on a car stopped dead in the middle of the road — the driver is in her underwear, on a suspended licence, and a neighbour is already reporting her. Tammy tells the officer to just arrest her, then goes completely limp in the street. That tactic — passive resistance — puts officers in a legal box under the use of force continuum: she isn't swinging, so they can't use compliance holds, and are forced to carry her instead. Then she hits her own head during the struggle and immediately claims the officers assaulted her. The body cameras catch all of it.
