On February 2, 2023, Tampa Police Officer Baar stopped a motorist for failing to stop at a stop sign. The vehicle was being driven by a 27-year-old woman. The police report indicates that Officer Baar could smell alcohol coming from the vehicle. When asked, the woman admitted to consuming one glass of wine. As a result, she was asked to perform standardized field sobriety tests. At the conclusion of the tests, she was placed under arrest for Driving Under the Influence (DUI). She asked numerous times if she could call her parents because she could not understand why she was being arrested. Even though Officer Baar explained the numerous signs of impairment that he observed, the woman still could not understand why she was being arrested. She refused to submit to a breath test.
