Incident Report: On June 22, 2025, at approximately 12:46 AM, Trooper P. Reich #5194 was assigned to a street takeover detail in Orange County, Florida. I was advised via radio traffic from our Florida Highway Patrol Air Unit of a white in color Dodge Charger bearing Florida Tag (RZAF49) was doing doughnuts within the intersection of 34th Street and Bartlett Boulevard. The Air Unit also advised there were more than 20 vehicles blocking the flow of traffic through the intersection and two other vehicles performing doughnuts within the intersection. I was in my fully marked Florida Highway Patrol Vehicle, with overhead light bar attached and agency insignia clearly visible. My patrol vehicle is distinct "Black and Tan" color that is only allowed on FHP vehicles as per FSS. The Air Unit working the detail followed the vehicle from the intersection of the incident to the intersection of Kirkman Road and Metrowest Boulevard. At approximately 1:00 AM a joint takedown between the Florida Highway Patrol and Orange County Sheriff's Office was conducted on the vehicle. The four occupants of the vehicle were removed one by one and arrested at approximately 1:02 AM. The front right passenger was later identified as Peter Nathaniel Desalvo by his Florida driver's license, and the rear left passenger was later identified as Melvin Thomas Scott by his Florida identification card. Both were placed in the back of my patrol vehicle and were advised of their Miranda Warnings at approximately 1:33 AM, after which they stated they would continue speaking with me. They first stated they were not inside the Dodge Charger previously mentioned and that they entered it at the Rebel gas station at the intersection of Kirkman Road and Metrowest Boulevard. Both later confessed to being within the vehicle prior to arriving at the gas station. The Air Unit advised that the vehicle never had anyone enter or exit prior to arriving at the gas station. Melvin and Peter were charged for participating as passengers within a street takeover, FL Statute 316.191.2C. Melvin and Peter were transported to the Orange County Jail without further incident. All events occurred in Orange County, Florida.
