No charges will be filed against a police officer who fatally shot a man in Menasha in October, the Menasha Police Department announced Saturday. Winnebago County District Attorney Eric Sparr made the decision to not file charges following an investigation by the Wisconsin Department of Justice Divison of Criminal Investigation. Shortly after 3 p.m. Oct. 7, Menasha and Fox Crossing police responded to a domestic disturbance at 1101 Geneva Road and were confronted by a man armed with two knives, according to records from the Wisconsin Department of Justice Division of Criminal Investigation. Officer Derrick Rotta fired his weapon after the man ignored his commands and "made aggressive movements" toward him, according to DOJ records. The man, Kenneth R. Blevins Jr., 43, died at the scene. Rotta, who was placed on administrative leave per department policy following the shooting, will return to full duty, according to the Menasha Police Department. "We understand the family of Mr. Blevins is grieving and we offer our condolences to his family," Menasha Police Chief Nick Thorn said in a statement. "Our officer stopped the threat posed by an armed individual exactly as he was trained, ensuring no innocent bystanders were injured in this incident." Rotta has over four years of law enforcement experience, according to the Menasha Police Department. Assisting the DOJ in the investigation was the Wisconsin State Patrol, the Winnebago County Sheriff's Office and the Neenah Police Department.
