On April 14, 2025. An officer from the Waukesha Police Department conducted a traffic top on a vehicle that was failing to stay in its lane. The officer approached the driver and explained the reason for the traffic stop. He appeared nervous and avoided eye contact with the officer. When asked for his driver's license, he replied that he did not have a driver's license and stated that his name was Jeremy. It was discovered that he provided a false name and birthdate and his real name was Mario. As the officer was getting into the squad car to check his information, Mario began fleeing from the traffic stop.He fled for a short distance before coming to a stop in the middle of the road. The officer parked behind him and Mario's vehicle rolled backwards before striking the squad car. The officer got out and began showing commands and Mario to exit the vehicle. Eventually, Mario exited and immediately began fleeing on foot. The officer pursued after and was able to catch up to him after jumping a fence. The officer noted that he injured his pinky finger while climbing over the fence. The officer documented that: “I told Mario to show me his hands, as they were tucked underneath his body. I then grabbed Mario's right arm and attempted to place it behind his back. While attempting to place his hand behind his back I could start to feel Mario's arms start to tense up, which I recognized as resistive tension, which is defined as the level of agitation in a subject's body. Mario attempted to pull his arm away from me, I recognized this to also be active resistance. Mario was eventually able to get his back underneath his body. At this point I was in back mount on top of Mario with my knees on either side of his body and sitting on his lower back. I again attempted to get his right hand and place it behind his back; he continued to resist me. I told Mario to stop resisting, to which he did not comply. Mario then started to squirm and yell at me. I recognize this to be continued resistance, which is maintaining a level of counteractive behavior that is not controlled by an officer's current efforts. I continued to try and place his hands behind his back and Mario continued to resist. At one point Mario stated, "Stop, f*** you hitting me." It should be noted I was not hitting Mario. I was attempting to keep him on the ground, as he was starting to get back up to his feet. Mario eventually got back to his feet, and to another chain link fence. I wrapped my arms around Mario to prevent him climbing over the fence. After a minute, Officer Wheeler eventually arrived and deployed active counter measures against Mario. After Officer Wheeler's active countermeasures, I grabbed Mario's left arm and stuck my right leg in front of him. Officer Wheeler and I performed a dynamic application of trained technique and decentralized Mario to the ground. Officers then ground stabilized and were able to get his hands behind his back where he was handcuffed and placed under arrest. At this point officers escorted Mario to the front yard, where they searched him incident to arrest and found a crack pipe in his pants pocket.” An ambulance was requested and Mario was transported to the hospital for medical clearance and a blood draw. He was found guilty for vehicle operator fleeing or eluding an officer, resisting an officer - causing injury, and operating while intoxicated (4th offense). Mario was sentenced to 3 years in prison, 12 months in jail, and he was ordered to pay over $3000 in fines. This video is for educational purposes only.
