That East Cleveland Officer noticed a firearm in plain view from standing outside of the car, so he called for backup. Police were able to take the man into custody, and while doing the paperwork, the officer decided to not close the back door..? and the suspect made a run for it. Resulting in the Cleveland Officer tasing him. It is against CPD policy to use the taser "On fleeing subjects who do not pose a threat of physical harm to the officer, bystanders, or themselves." The officer, later identified as Patrick Wells, was accused of the following: - Taser violation - Failure to return property (driver's license and insurance card) He was issued a 15 working day suspension without pay due to the aggravating factors being: excessive force, physical force not within policy, and violation of training that resulted in serious physical harm to another person. ⚠️ Footage from this video was obtained via the Ohio Public Records Act (R.C. 149.43) All suspects featured on the channel are to be presumed innocent until proven guilty in a court of law ⚠️
