*HAPPY LABOR DAY!!!* Upon arrival, I observed Tommy Rusell and Errick Radford in an argument in the middle of the parking lot. I observed a large crowd of people standing outside the area of apt 3 recording and watching the two individuals. I made contact with Tommy who advised Errik hit him several times with different items and I should ask Errick his side of the story. While talking with Errick, Tommy began to talk over Errick to where I couldn’t hear him. I asked Ofc. Smith to take Tommy farther away so I could hear Errick talking. After separating the two even more Tommy began talking louder and I still could not hear Errick very well. Errick stated that Tommy came to his door at Apt 3 and punched him in his face due to disagreement the two previously had. Errick advised he wanted to trespass Tommy from his Apt. I advised Tommy he was going to be trespassed and report was going to be completed for him to pursue charges, but no one would be going getting arrested. Tommy grew angry and charged at Eric stating if nobody is going to jail "we are going to fight it out" just prior to reaching Eric I was able to force Tommy to the ground and he was arrested. After being arrested Tommy began to grow angry he would stand on his own or get into the back of the patrol unit. After several attempts to place him in the patrol unit he sat on the ground and yelled "they're trying to kill me". Tommy requested an ambulance. JFD Medic 1 responded to scene and attempted to talk with Tommy to find out why he wanted an ambulance. Tommy would not communicate with the medic and just stated they needed to know the truth. The medics were able to get Tommy to stand. While Tommy was standing Ofc. Smith and I were able to force him into the back of the patrol unit. Once placed in the back of the patrol unit Tommy's sister showed up on scene. Tommy began banging his head on the rear driver's side window of the car. Tommy's sister opened the door to get Tommy to stop but caused him to try and push his way back out of the Patrol unit. Ofc. Smith held Tommy in place until I could get around to the passenger side of the car to pull Tommy back through the car. Tommy was pulled back and I transported him to PCRDF with lights and sirens due to his behavior. Tommy's sister was not identified due to being unable to get her name prior to leaving the scene.
