On Tuesday, June 6, 2023 at 10:51 p.m., I was at Arkansas State Police Troop H in my office when I heard Mulberry Police Department was in pursuit of a white pickup truck. They were traveling westbound on Hwy 64. I traveled to the 7 mile marker westbound on Interstate 40 and waited for the suspect. As the pursuit passed me, there were multiple county and city units were behind the suspect. I entered the pursuit behind them. They moved over and allowed me to take the lead with TFC Matt Price behind me. Traffic was light and speeds were between 100 to 130 mph. The suspect passed multiple civilian vehicles at those reckless speeds creating a danger to the public. I began positioning for a Tactical Vehicle Intervention (TVI) to stop the suspect. I waited for a safe time with no civilian vehicles near me and executed a TVI near the Arkansas/Oklahoma state line at 11:01 p.m. The suspect recovered and continued into Oklahoma traveling at the same dangerous speeds. I executed a second TVI at the 328 mile marker at 11:03 p.m. I positioned the TVI with my front passenger side bumper into the suspect’s rear driver’s side. The TVI caused the suspect to rotate 90 degrees counterclockwise and exit the roadway to the left and into the wooded median. I made a turn and came back to the area. TFC Matt Price and multiple other agencies converged on the vehicle. TFC Price was ordering the suspect out of the vehicle from the bed of the truck. I provided cover for TFC Price as I could see him from the damaged passenger side rear door. The suspect refused to exit. The suspect then moved to the back seat of the pickup and wouldn’t keep his hands up when ordered to do so. TFC Price broke the rear window out and ordered the suspect to come out through the window. The suspect refused. TFC Price was able to grab his arm and pull him through the window and into the bed of the pickup. The suspect refused to give his hands up and TFC Price was able to force his hands behind his back and place him under arrest. There was no damage to any ASP units. The suspect vehicle received disabling damage from the TVI. The suspect was uninjured and checked by EMS. He was transported to Sequoyah County Detention by local Deputies. A stolen handgun was recovered from the console of the pickup. The suspect will be charged in Arkansas by Mulberry Police with Felony Fleeing, Reckless Driving, Theft by Receiving a Vehicle and Theft by Receiving a Pistol. Both the truck and handgun were reported stolen out of Perry County in Arkansas earlier in the day. Oklahoma Highway Patrol Trp. Spencer Schmille filed the same charges on the suspect in Oklahoma.
