A welfare check in Delray Beach, Florida, escalates after Palm Beach County Sheriff's deputies find a one-year-old child on the floorboard of a vehicle while the child's mother is in the driver's seat. Monica Pagan repeatedly tells deputies she has only just arrived, while officers investigate the child's condition and attempt to determine how long the vehicle had actually been there. Deputies tell Pagan that she is being detained and is not free to leave. When she attempts to walk away, the encounter becomes physical. Police later alleged that Pagan kicked deputies during the struggle and bit another deputy. The video also examines an important legal distinction: being temporarily detained is not automatically the same thing as being formally arrested.
