On Saturday, September 9, 2023, at approximately 12:38 pm, I, Trooper Daniel R. Parker #390, was traveling south on Interstate 430 South passing Colonel Glenn Road when I observed a black Dodge Charger entering Interstate 430 South from Colonel Glenn Road in an unsafe manner. The vehicle made several lane changes in close proximity to other vehicles without using its turn signal. I observed the vehicle speeding excessively and driving around other vehicles in a reckless manner. As I caught up with the vehicle, the operator exited onto Stagecoach Road. I moved over from the left lane and exited behind the car. There was a vehicle between my car and the violator’s car but I could read the plate: AAP24W. It was registered to a 1995 Toyota Camry to Kevin Thomas at an address on Quail Run Drive in Little Rock. I called in a stop to Troop A dispatch as we both turned right onto Stagecoach Road. The Charger drove west from our location at a high rate of speed before I activated my emergency lights. I then activated my emergency lights and siren, drove around traffic in front of me and beside me, and called in the pursuit to Troop A Dispatch at approximately 12:40 pm.Traffic was moderate in the area and I was taking care to travel through intersections with caution. The Charger was speeding in excess of 120 miles per hour and using the oncoming lanes, turning lanes, and westbound lanes to evade. The Charger drove through the Otter Creek Parkway intersection while the stop light was red for Stagecoach traffic. I slowed through the intersection and continued. I lost sight of the Charger in this area but could see a trail of dust and smoke in the direction the vehicle was traveling. As I reached the Alexander Road intersection, I looked left down Alexander Road and saw the Charger stopped in the northbound lane. I had to slow past the intersection and turn around. By the time I got onto Alexander Road, I could not see the Charger. I drove onto the Interstate 30 overpass and looked down both East and West lanes. I terminated the pursuit voluntarily at 12:43 pm. Information was passed on to Alexander Police, Saline County Police, and Pulaski County Police. I advised all units that there was a primer-painted body panel on the front right quarter panel of the car. Due to the officer presence in the area, I decided to take Interstate 30 East to see if the charger traveled in that direction. Arkansas Game and Fish Commission Lieutenant Adam Baker advised Troop A Dispatch that he met the vehicle leaving the mobile home park on the east side of Alexander Road and was able to get a look at the black male driver as they passed each other. He advised he had short dreadlocks and was wearing a black t-shirt with white lettering. The Charger turned south onto Alexander Road and AGFC Lt. Baker lost sight of it. Alexander Police Sergeant Green stated that she observed a black male wearing a black t-shirt with white letters walking east on North Stephanie Drive who was using a cell phone but had not been given the clothing description at the time of the encounter. Residents in the park were directing Sergeant Green to the end of North Stephanie Drive where she located the black Charger on Aaron Drive at the dead end facing a fence. She attempted a felony take down but later advised the vehicle was unoccupied. At approximately 1:05 pm, AGFC Lt. Baker arrived on the scene and confirmed the Charger had a fender that was primed on the front right, and that the vehicle had the tag displayed that I had been pursuing. Lt. Baker noted that the VIN number on the dash was covered with a pamphlet, but Lt. Baker removed it and ran the VIN over Troop A Dispatch. The VIN is as follows: 2C3CDXGJ5KH522487. The 2019 black Dodge Charger was reported stolen out of the Little Rock Police Department on September 3, 2023. Troop A Dispatch confirmed it was stolen and requested a copy of the report (2023-101891). Asher Wrecker was called to impound the vehicle. Based on the information provided by the fictitious license plate, a query was performed on Kristen Lamar Thomas (DOB:12/26/2003), who had been stopped in a car displaying that license plate previously. Lt. Baker was able to make a positive identification of Thomas based on his driver’s license picture as the driver he observed in the mobile home park. Sgt. Green also positively identified Thomas as the black male she observed walking on North Stephanie Drive. Troopers McCord and Little were dispatched to the address listed on the license, 16001 Quail Run Drive, Little Rock, Arkansas 72210, and were met outside by Kevin Thomas. Kevin Thomas advised the troopers that his son, Kristen, had been in a black Charger.
