Fairfax County police officers shot and killed a 37-year-old Fairfax County man in the parking lot of a shopping center Thursday after officials say he would not drop a gun despite repeated police requests to do so. The man was armed with a semiautomatic handgun while locked inside a sedan parked in the parking lot of Springfield Town Center, Fairfax County Police Chief Kevin Davis said at news conference. Investigators recovered the firearm, police said, but it was not clear if the man fired it or pointed his weapon at police. The department’s fugitive warrant squad had been tracking the man since Sunday, after a warrant was issued for his arrest. Officials said the man had stolen a handgun from a family member, fired it inside a county home where he was living with family members, then fled. Police declined to identify the man, saying family members had not been notified of his death. On Thursday, police received information that the man would be at Springfield Town Center, and passed along a description of him and the vehicle he was driving, Fairfax County Executive Deputy Police Chief Brian Reilly said. Three uniformed officers spotted the man standing outside his parked car in the 6600 block of Springfield Mall, and used an unmarked police cruiser to block the vehicle from fleeing the shopping center parking lot, authorities said. The man retreated into his vehicle, a Volvo, and officers stood around it, shouting commands for him to show his hands, Reilly said, describing body worn camera footage he had watched. Several seconds into the encounter, one of the officers yelled to the others that the man had a gun, Reilly said. Davis said the officers told “our gunman at least 20 times, to drop his gun.” “He didn’t,” Davis said. “I don’t know why he didn’t.” Two of the officers fired, wounding the man, police said. The man was found alone inside the vehicle and no one else was injured. Reilly said he did not see the man firing on body-camera footage, but police were still investigating the incident. A short time later, officers smashed a window to break into the locked car and gave first aid to the man, Reilly said. He was taken to a hospital, where he was later pronounced dead. Davis showed a photocopy picture of a handgun that police said was found inside the vehicle. Investigators, including agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives, were tracing the weapon to see whether it was the gun used in Sunday’s incident. “We are still attempting to identify additional witnesses,” Davis said. “One of the three police officers at the scene did not discharge his firearm, so he’s a witness.” Police had cordoned off a large area of the shopping center parking lot outside of Target, near the Nordstrom Rack entrances. At about 6:30 p.m., as officers worked in the parking lot, shoppers continued to enter and exit the mall. Police said the mall was open and there was “no apparent threat to the community.” Davis said the department intends to release body-camera footage within 30 days. The incident is being reviewed by police internal affairs and major crimes investigators, as well as the Commonwealth’s Attorney’s Office. Officials said the officers involved were being interviewed and the body-camera footage scrutinized more carefully to determine what happened. But Davis, relying on the body-camera footage he had viewed, said he felt they had acted properly. “I feel very comfortable that these police officers acted appropriately, they acted bravely in a very dangerous situation,” Davis said.
