Police Report: On April 18th, 2024, at approximately 6:29 pm, I, Trooper J. Perez Morales responded to a BOLO (Be On The Lookout) in the area of State Road 826 (Palmetto Expressway) northbound, north of Northwest 25th Street, for a black Dodge Charger that was involved in multiple armed burglaries in Miami-Dade County. The Miami-Dade Police Department requested the assistance of the FHP (Florida Highway Patrol) to terminate the active pursuit. I began traveling southbound on State Road 826 and set up at the apex divider of Northwest 58th Street to State Road 826 north. A black Dodge Charger approached my fully marked patrol vehicle (FHP1749) with blue emergency lights activated. The black Charger was using the paved outside shoulder to bypass traffic. I reduced my vehicle's speed and let the black Dodge Charger pass me from the right lane. The vehicle's rear right tire was blown out, traveling at approximately 25 MPH. I then quickly placed my vehicle on the right rear side of the Dodge Charger. The vehicle operator was willfully refusing to stop for my fully marked patrol vehicle with lights and sirens activated. A PIT (Precision Immobilization Technique) was attempted using the front left side of my car to terminate the pursuit, which was unsuccessful. A secondary PIT was attempted using the front left side of my vehicle to the rear right side of the Dodge Charger. The second PIT maneuver was successful, causing the Dodge Charger to rotate clockwise towards the outside shoulder of State Road 826. After performing a successful PIT maneuver, the driver lost control of the vehicle, causing the vehicle's front right side to collide with my patrol vehicle's front passenger side door. Subsequently, the driver of the vehicle exited from the driver's side door, jumped over a chain-link fence onto Northwest 77th Avenue, and began to flee from other officers (Miami-Dade Police and Virginia Gardens Police). The driver was later apprehended by Officer Lozano of the Virginia Gardens Police Department and identified as Kamari Ky'Shon Jackson, using his Florida license and charged accordingly. The two other passengers in the vehicle, later identified as Kenneth Irving and Payton Ivon Pierre, remained and were later placed into custody. The vehicle's VIN# 2C3CDXGJOPH646142 was run through FCIC/NCIC and returned to a black Dodge Charger with an FL tag assigned. The vehicle was not registered to the driver and was damaged; the rear bumper was hanging, and the tire was blown. The driver and passengers were then taken to the hospital by the Miami-Dade Police Department and cleared for booking at TGK. CHARGES: 1. AGGRAVATED FLEEING AND ELUDING, FL STATUTE 316.1935(4)(A) 2.
