Police bodycam footage from San Diego shows an e-bike rider run from officers in Balboa Park, turn around in the brush and fire a handgun at the officer chasing him. This police bodycam video from SDPD's Central Division was released as a critical incident video and includes the foot chase, the exchange of gunfire, the department's highlighted replay and 25 percent slow motion, and the recovered handgun. On December 16, 2025 at about 3:50 PM, two San Diego Police officers tried to stop a man riding an e-bike in the 2900 block of Balboa Drive. The rider, 54-year-old Allen Baker (also known as Tracy Diggs), failed to yield and rode into a wooded area of the park. Officer Taeatafa-De La Rosa got out of the patrol car and chased him on foot. Baker dumped the e-bike and ran into a grassy, brush-covered hillside. He then turned toward the officer and fired a round from a handgun. Officer Taeatafa-De La Rosa returned fire with five rounds. Baker went down in the brush; the officer held on him until backup arrived and he was taken into custody. Officers rendered medical aid until San Diego Fire-Rescue arrived. Baker's handgun was found in the nearby shrubs. Baker was treated at a hospital for serious but non-life-threatening injuries. No officers were injured. The District Attorney's Office charged him with attempted murder of a peace officer (PC 664/187), assault on a peace officer with a semi-automatic firearm (PC 245(d)(2)) and possession of a firearm by a felon (PC 29800). The San Diego County Sheriff's Office Homicide Unit is investigating; the DA will review whether the officer bears any criminal liability. The FBI and U.S. Attorney's Office are monitoring, and SDPD's Internal Affairs Unit, Shooting Review Board and the Commission on Police Practices will review the incident.
