WHAT HAPPENED: A routine traffic stop on Christmas Eve 2024 in Salisbury took an unexpected turn when a driver refused to provide identification, insurance, or registration, claiming “sovereign citizen” status. He was later identified as 42-year-old Troy Jerrell Smiley of Virginia. How should officers respond when drivers refuse to identify themselves during a stop?
