[Disclaimer: This video content is intended for educational and informational purposes only] Toronto, Ontario, Canada — In February 2023, two Toronto Police officers, Const. Sarah Richards and Const. Andrew Davis, responded to a call regarding Devon Fowlin, an unhoused man who was in a park with his dog and a sheathed knife. As officers approached, they noticed the knife in his waistband, prompting them to draw their weapons and order him to the ground. Fowlin backpedalled but did not drop the knife, and an attempt to taser him was unsuccessful. Fowlin then drew the blade and inflicted an injury on himself, which was followed by Const. Davis firing two shots, hitting him in the wrist, abdomen, and hip. Fowlin then fled on foot before being apprehended on a nearby roadway and transported to the hospital. Const. Andrew Davis, who was a new officer at the time, later pleaded guilty to assault and using a firearm without lawful excuse for his role in the incident. An internal report by the Toronto Police Chief found that Const. Davis had used unnecessary force against Fowlin and failed to properly de-escalate the situation. Fowlin, who survived the shooting, has since filed a lawsuit against the officers and the Toronto Police Service.
